Brown the ground beef. Season with salt while browning.
Once the beef is nearly browned, add the onion and garlic.
Add the taco seasoning, bell pepper, corn, and enchilada sauce. Mix together and cook 3-5 minutes.
Spread the meat mixture into a greased 9x13 glass baking dish.
Spread the refried beans over the top of the meat. Work with small globs spreading them out.
Sprinkle salsa over the top of the beans.
Next add a layer of 1 cup of cheese.
Place the tater-tots on an even layer over the top of the cheese layer.
Top with the remaining cheese.
Bake in a 400° oven for 30 minutes.
Top with black olives and green onions.
